Electrical Safety and Another Regulation Amendment Regulation (No.1) 2007
The Electrical Safety and Another Regulation Amendment Regulation (No.1) 2007 introduces a range of amendments to the Electrical Safety Regulation 2002 and the State Penalties Enforcement Regulation 2000. These amendments commence on 1 July 2007.
Amendments to the Electrical Safety Regulation 2002 include:
- Clarifying requirements surrounding the use of safety observers for the performance of testing work
- Improving test tag details by allowing electrical licence details to be placed on tags when testing electrical equipment
- Excluding the six monthly inspection, test and tag requirement for domestic electrical equipment hired for use in a domestic situation
- Introducing Electrical Work Training Permit eligibility requirements in line with the intended licensing outcome
- Updating the licensing eligibility requirements for overseas electrical jointers and linespersons under transitional arrangements in line with national protocols
- Clarifying requirements for working around underground electrical services
- Improving the scope of disconnection/reconnection requirements for low voltage electrical installations
- Changing the connection notification requirements for low voltage electrical installations to include provision for a stated future date
- Amending the change of name provision for an electrical contractor licence so that it covers both legal and trading names
- Providing guidance on the storage of electrical equipment after a serious electrical incident
- Updating the electrical safety contribution amount paid by electricity distribution entities for the 2007-2008 financial year
- Updating the regulatory fees included in schedule 7 in line with the Brisbane All Groups Consumer Price Index for the 2007-2008 financial year
- Making other minor technical amendments to ensure legislative consistency, and to update and clarify existing references, requirements and original policy intent
Amendments to the State Penalties Enforcement Regulation 2000 include:
- Introducing two new on-the-spot fines relating to existing provisions of the Electrical Safety Regulation 2002. Specifically these relate to:
- section 14(3), the requirement for testing of electrical equipment being connected to a source of electricity by a licensed electrical contractor or electricity entity to ensure that it is safe and persons not necessary for the testing are electrically safe; and
- section 149(1), the prohibition on connecting an electrical installation with a serious defect to a source of electricity
