Introduction
The following guidelines have been prepared to assist occupiers in meeting their obligations under Part 4 of the Dangerous Goods Safety Management Act 2001
A - Introduction to the guidelines (May 2002)
These guidelines describe the general intent of the Act, introduce other guidelines available and give a brief insight into the safety report process and the associated review process. Download guideline (PDF, 605 kB).
B - Notification and classification (May 2002)
Where a possible MHF has a quantity of hazardous material greater than the amounts prescribed in Schedule 2 of the Dangerous Goods Safety Management Regulation 2001 (DGSM Regulation), this guideline details the notification process and describes the classification procedure undertaken by the regulatory authority. C - Systematic risk assessment (November 2008)
This guideline provides guidance on the completion of the systematic risk assessment. Hazard identification and risk assessment techniques are discussed and the concept of risk being 'as low as reasonably practicable' is introduced. Download guideline (PDF, 924 kB).
D - Emergency plans and procedures (May 2002)
This guideline discusses the content of emergency plans along with consultation and review processes, the provision of information and response to a hazardous materials emergency. Download guideline (PDF, 638 kB).
E - Education and training (May 2002)
This guideline discusses the requirement for employees to have the appropriate standard of competency to safely carry out their duties along with details on how to maintain those standards. Download guideline (PDF, 650 kB).
F - Safety management systems (May 2002)
This guideline provides guidance on the content and structure of an occupier's safety management systems, addressing key features such as framework, commitment and leadership, planning, implementation, monitoring, measurement and evaluation and auditing and review. Download guideline (PDF, 991 kB).
G - Community consultation (May 2002)
This guideline details the community consultation process required by the Act. The methods for identifying the consultation area and who to consult are explained with details of the content of the information to be provided to the community. H - Modifications (May 2002)
This guideline provides information on the management of modifications at a major hazard facility with respect to the occupier's obligations under the DGSM Act. Download guideline (PDF, 632 kB).
