10.2 Crane crew

The number of persons in the crane crew must be determined by a risk assessment and be appropriate to ensure the safe operation of the mobile crane at a workplace, especially in relation to minimising the risk of collision between the crane and other plant, and loads contacting other structures, overhead powerlines or workers.

The risk assessment should consider the size and complexity of the lifts to be performed when determining the number of operators and doggers to work together in a crew.

Where the person responsible for slinging a load is required to exercise judgement12 in relation to the suitability and condition of lifting gear and the method of attaching the sling (including sling accessories) to the load or crane, then this person must hold a dogger’s certificate or be an adequately supervised trainee. A crane operator may only supervise a trainee in the prescribed occupation13 of a dogger if the operator also holds a dogger’s certificate.

12. The process of exercising judgement for slinging a load must consider the nature of the load, its mass and centre of gravity.
13. See appendix 1 for definitions.
