Alleged breach:

However, a breach of s27 and s30 of the Electrical Safety Act 2002 was alleged in that being an employer, QR Limited failed to ensure that its business or undertaking was conducted in a way that was electrically safe. A number of failures were identified including a failure to maintain the overhead traction system monitored by Electric Control Operators (ECOs) utilising the Supervisory Control and Data Acquisition (SCADA) System and QR communications network.

Summary of undertakings:

  • Engage a consultant to review and report on ways to improve compatibility between the QR communications network and SCADA and implement all recommendations consistent with an appropriate Implementation Plan.
  • Review and research the protection and communication systems used by electrical entities with sizeable infrastructure as well as those of interstate and overseas operators. This review and research will include reclosing philosophies and the operation of protection systems.
  • Review communication needs of field staff with respect to communications with the ECO and review procedures for raising safety concerns relating to the operation of the QR entity works.

This undertaking has a total minimum expenditure of $216,000 (Including departmental costs).
