Summary

Incident description:

A worker developed an allergic reaction to dichromate, a component of cement dust, whilst cutting open cement bags, resulting in significant dermatitis. The worker's hands and forearms were exposed to cement dust through his clothing and cotton gloves.

WHSQ investigation findings:

The investigation found that although the cement dust hazard and its corresponding chromate allergy risk was known by the company, it did not adopt adequate controls to manage the risk of workers' skin coming into contact with the cement dust. The worker was only supplied with cotton gloves, a paper dust mask and goggles.

Court result:

The company was found guilty and fined $25,000. No conviction was recorded.

Obligation holders should consider the use of appropriate personal protective equipment and breathing apparatus to minimise the risks associated with workers using dichromate. Considerations should be given to the level of protection that is supplied from the personal protective equipment selected to ensure it complies with relevant Australian Standards. Obligation holders should consider the availability of an emergency wash bay to treat workers who have been exposed to an irritant substance.
