Mobile crane compliance campaign 2005 report

Purpose

The report presents the results of a compliance campaign targeting mobile cranes on Queensland construction sites between May and June 2005. More than three hundred mobile crane set-ups were audited across the state, and more than two hundred questionnaire surveys were completed by mobile crane operators to provide a greater insight into the safety issues related to the industry. The report also provides recommendations drawn from the compliance campaign results and survey responses to improve safety within the industry.

Issues covered

The key issues addressed by the compliance campaign and presented in the report are:

  1. the condition and safety features of the cranes including
    • structural integrity
    • mechanical integrity
    • safety systems
    • documentation
  2. operational issues such as
    • safe support of the crane
    • crane set-up
    • crane proximity to people
    • crane crew certification
    • crane loading (including load chart interpretation)

Outcomes

Three recommendations are made within the report. In summary these are:

  1. The submission of yearly crane safety inspection reports for all registrable mobile cranes should be mandatory
  2. The framework for mobile crane operator competency in Australia be reviewed to determine the best methods for crane operators to receive adequate training to safely operate cranes
  3. The level of understanding of mobile crane customers with respect to safe crane operation be investigated to determine if there is a lack in this area
