Mutual recognition of interstate induction cards
Mutual recognition arrangements further enhance the capacity of construction workers to move across state boundaries without the requirement to undertake construction induction training in each state.
The following construction induction cards are recognised in Queensland and vice versa:
- Victorian (Foundation for Safety Construction Industry Induction Training Agreement (red card) and the new Work Safe Victoria construction induction cards)
- New South Wales (WorkCover Construction Induction Certificate for the Construction Industry and the new NSW WorkCover card)
- South Australian white card, and
- Western Australian (construction safety awareness training (csat) card and the new WA card).
The above construction induction cards are recognised as evidence of meeting requirements for general health and safety induction training for construction work under the Workplace Health and Safety Regulation 2008. A person holding a current general construction induction card from another jurisdiction will not need to undertake general induction training for construction work in Queensland and will not need to obtain a Queensland construction induction card. Australian Capital Territory, Tasmania and Northern Territory do not currently have a regulatory requirement for construction induction training.
It is important to note the following:
- A person must undertake the construction induction training that is applicable in their normal state of residency.
- Mutual recognition is of construction induction cards and does not extend to the mutual recognition by states of trainers or the delivery of training.
- In Western Australia there is currently a requirement for three-yearly renewal of construction induction training therefore Western Australia will only recognise Queensland 'blue cards' issued in the previous three years.
Registered training organisations (RTOs) should note the following:
- Under the Licence Agreement for delivery of the general construction induction course RTOs are required to abide by the mutual recognition principles as agreed between Queensland and other states.
- RTOs who have scope of registration to deliver the course in Queensland must not deliver the course to persons who ordinarily reside in other states.
- Any RTO seeking to deliver construction induction training in states other than Queensland must be recognised or approved to deliver training in the state in which the training is to be delivered.
The following table shows the current mutual recognition arrangements.
- Old style NSW green cards are no longer valid in NSW or recognised in other jurisdictions.
- WA only recognises those cards issued within the last 3 years.
- ACT, Northern Territory and Australian Capital Territory do not currently have regulatory requirements for construction induction training.
Interstate cards
Victorian construction induction cards ? the new Work Safe Victoria cards carry the Work Safe Victoria logo and must include the following information:
- date of issue
- card registration number
- name, date of birth and signature of the card holder.
Victorian 'red cards'may vary in colour and presentation but are uniquely numbered and must carry the Foundations for Safety logo shown below.
Victorian 'red cards' must also include the following information:
- date of issue or completion
- name of the card holder
- name of the training provider who conducted the course.

NSW 'white cards' are uniquely numbered and carry the WorkCover NSW logo. White cards must also include the following information:
- Date of issue
- Name and signature of the cardholder and their date of birth
- Name of the accredited provider
The new NSW card is uniquely numbered and carries the NSW WorkCover logo. The card must also include the:
- date of issue
- date of birth of the card holder
- name and signature of the card holder
NSW 'green cards' are no longer valid in NSW and are not recognised in Queensland.
South Australian 'white cards'
White cards are issued by SafeWork SA upon submission of records showing that an individual has been provided with training which meets the requirements of the National Code of Practice for Induction for Construction Work (national code). Training can be delivered only by RTOs in accordance with the provisions outlined in the national code.
White cards are uniquely numbered and carry the SafeWork SA logo. White cards must also include the:
- date of issue
- date of birth of the card holder
- name and signature of the card holder.

Western Australian cards
Western Australian (CSAT) cards are issued by t he Work Safe Western Australia Commission for Occupational Safety and Health. The cards are uniquely numbered and include:
- date of issue
- name and signature of the card holder.

The new Western Australian card is uniquely numbered and carries the WorkSafe WA logo. The card must also include the:
- date of issue
- name and signature of the card holder.
