How to become a RTO with approval to conduct WHSO training
A Registered Training Organisation (RTO) must gain approval to deliver Workplace Health and Safety Officer (WHSO) training.
There are six stages to the process:
- Lodge expression of interest for delivery of the course
- Purchase course and license agreement
- Develop course materials
- Submit course material for approval
- Department of Education and Training (DET) process
- Delivery of training and assessment
1. Lodge expression of interest for delivery of the course
An RTO is required to lodge an expression of interest to deliver WHSO courses with Workplace Health and Safety (WHSQ) by phoning (07) 3872 0605 or emailing licensingcomplianceservices@justice.qld.gov.au.
RTOs delivering this course must ensure that the course is developed by a person who has all of the following competencies and requirements:
- TAA04 Training and Assessment Training Package or is able to demonstrate equivalent competencies:
- TAAASS401A Plan and organise assessment.
- TAAASS402A Assess competence.
- TAAASS404A Participate in assessment validation.
- Diploma in Occupational Health and Safety(OHS) or higher.
- Relevant WHSO certificate(s) issued by WHSQ.
- Evidence of relevant workplace health and safety (WHS) experience of at least five years full time in a workplace health and safety/advisory or consultative role.
RTOs must ensure that the training and assessment is conducted by a person who has all of the following competencies and requirements:
- TAA04 Training and Assessment Training Package or is able to demonstrate equivalent competencies:
- TAAASS401A Plan and organise assessment.
- TAAASS402A Assess competence.
- TAAASS404A Participate in assessment validation.
- Diploma in OHS or higher.
- Relevant WHSO certificate(s) issued by WHSQ.
- Evidence of relevant WHS experience of at least two years full time in a WHS/advisory or consultative role.

2. Purchase course and license agreement
RTOs are required to contact the Centre for Training Material (CTM) by phoning (07) 3248 4675 or emailing ctm@det.qld.gov.au and purchase the WHSO course and license agreement.
An initial course can be delivered subject to meeting the requirements of Step 6 - Delivery of training and assessment.
3. Develop course materials
The course material must address each of the conditions outlined in the competency standard and should include provision of:
- session plans
- leaders guides and participants notes
- a list of handouts
- paper copies of overhead transparencies
- case studies and assessments.
4. Submit course material for approval
Course material must be submitted to WHSQ for assessment and approval.
5. Department of Education and Training (DET) process
- RTO applies to Registration Services within DET using the appropriate DET- registration forms (RTO1 for initial registration or RTO2 for extension to scope of registration).
- DET seeks support from WHSQ for registration or extension of scope.
- Scope and or registration is processed by DET.
6. Delivery of training and assessment
- WHSQ audits the trainers capacity to deliver approved course to students.
- WHSQ provides the RTO with final approval for ongoing delivery of approved course.
Note: RTO is required to submit HR information to WHSQ for approval for any additional trainer/assessors the RTO wishes to use to deliver the approved WHSO course.
